EARTHWORK PROJECT MANAGER (EWPM)

VACANCIES ANNOUNCEMENT
The Public Service Recruitment Secretariat was established in accordance with section No.29 (1) of the Public Service (Amendment) Act No.18 of 2007. One of the main functions of this organ is to advertise vacant posts occurring in the Public Service and conduct recruitment process.
On behalf of the Ministry of Water (Drilling and Dam Construction Agency), the Public Service Recruitment Secretariat invites qualified Tanzanians to fill vacant posts in as shown below.
DRILLING AND DAM CONSTRUCTION AGENCY (DDCA)
Drilling and Dam Construction Agency (DDCA) is a Government Executive Agency established in accordance with Executive Agencies Act. No. 30 of 1997 and was launched on the 26th of March 1999 under Ministry of Water. The core mandate of DDCA is to develop sustainable water sources through efficient means and at a cost effective manner.
POSITION: EARTHWORK PROJECT MANAGER (EWPM)
The Earthwork Project Manager is the head of Earthwork
Department responsible for all earthwork matters pertaining to the operation of
the agency.
DUTIES AND RESPONSIBILITIES
Determines resource
needs for the department in terms of human resources and equipment for planning
purposes
Reviews and develops
annual plan and budget for the department
Receives daily
briefing reports of dam construction and soil testing projects
Request for resources
for projects at different project sites and follows them up with DDCA
management to ensure their availability at the sites
Receives budgetary
requests for dam construction and soil testing projects from section heads
Forwards budgetary
requests for dam construction and soil testing projects from section heads to
Chief Executive Officer for approval
Develops work program
for the department to ensure efficient and effective utilization of the
agency’s resources allocated to the department and timely completion of the
projects
Liaises with
Technical Support Department for equipment needed at project sites
Checks utilization of
project equipment at project sites to ensure effective and efficient
utilization of resources
Develops staff
training and development plan for staff in the department
Supervises in the
department, evaluate their performance and takes measures to improve their
performance; including recommending good performers for award, taking
disciplinary measures, counseling and training
Advice the Chief
Executive Officer on drilling works to be attended after have been acquired
Prepare periodic
report to management and Chief Executive Officer to keep them informed
Performs any other duties related to the above assigned by
the Chief Executive Officer
QUALIFICATIONS AND EXPERIENCE
Masters degree in Civil /Water Resources/ Mechanical
Engineering or related field from a reputable organization and registered with
Engineering Registration Board of Tanzania with at least 7 years working
experience in related field and must be computer literate.
REMUNERATION
Attractive remuneration package in accordance with the
Institution’s Salary Scale
TGS – J
TENURE: Three (3) years renewable.

- Form IV and Form VI National Examination Certificates.
- Computer Certificate
- Professional certificates from respective boards
- One recent passport size picture affixed at the top-centre of the first page and birth certificate.
vi. FORM IV AND FORM VI RESULTS SLIPS ARE STRICTLY NOT ACCEPTED
vii. Transcripts, Testimonials, Partial transcripts and results slips will not be accepted.
viii. Presentation of forged academic certificates and other information in the CV will necessitate to legal action
ix. Applicants for senior positions currently employed in the public service should route their application letters through their respective employers.
x. Applicants for entry levels currently employed in the Public Service should not apply, they have to adhere to Government Circular Na. CAC. 45/257/01/D/140 dated 30th November 2010.
xi. Applicants who have/were retired from the Public Service for whatever reason should not apply.
xii. Applicants should indicate three reputable referees with their reliable contacts.
xiii. Certificates from foreign Universities should be verified by Tanzania Commission for Universities (TCU)
