Qualifications
Masters Degree in Telecommunications Engineering and ICTs
and registration
with the Engineers Registration Board in the Professional
Category
Experience:
A minimum of eight years post qualification relevant working
experience with
three years in ICTs regulation
Skills/Abilities:
- Excellent analytical skills;
- Excellent command of English and Kiswahili languages;
- Hands-on knowledge of various switching and signalling systems used in fixed
- and mobile communications;
- Knowledge on functional characteristics of various electronic communications
- and broadcasting equipment being network or Customer Premises Equipment;
- Knowledge of application of computer packages (word, excel, peach tree,
- multimedia packages i.e. Adobe Premier Pro etc.) and internet applications;
- Demonstrated ability to work both independently and collaboratively as a
- team player;
- Ability to plan, organize, prioritize and manage complex and delicate tasks;
- Results and performance-driven with commitment to realization of the
- Authority’s Strategic objectives;
- Proactive, attention to detail, ability to work under pressure
B: Desirable:
- Experience in ICTs Regulations
- Previous service in a communications industry
- registered by the engineers Registration the Board in the category of Professional Engineer
Duties and Responsibilities:
• Evolves minimum standards requirements for ICT equipment
and oversees
their implementation;
• Prepares and recommend standards and codes; rules and
regulations for the
communications industry;
• Processes and recommends certification and type approval
of ICT equipment;
• Organises stakeholders’ fora provide education on legal
provisions,
procedures for licensing, and regulation of ICT systems;
• Processes applications for ICT services licenses;
• Processes licence applications for importation,
distribution and maintenance of
communications equipment;
• Carries out research on ICT to foster its application for
development;
• Formulates and manages the telecommunications numbering
plan and routing
resources;
• Carries out inspection and testing of telecommunication
equipment;
• Develops and maintenance of national ICT data base;
• Co-ordinates implementation of e-applications in the
country;
• Performs other duties assigned by the supervisor.
General Terms and Conditions
of Service
1.
Term of Office: all posts carry a competitive remuneration package as per the
approved
salary structure of the TCRA;
2. Other
terms and conditions of service are as promulgated in Staff Circulars; and the
Staff
and Financial Regulations of the Authority;
3.
Legal Requirement: All officers of the Authority are required to observe the Code
of
Conduct
made under Section 10. – (1) of the TCRA Act 2003; observe provisions of
Sections
11 of the Act relating to Conflict of interest; and Section 12. – (2) of the
Act
relating
to employment and/or financial interest with any of the regulated service
providers.
All
